GRADE: 9 ($28.07 to $34.00)

GENERAL STATEMENT OF DUTIES:
Under the direction of the Finance Regulatory Affairs Manager, or designate, is responsible for supporting various business units dedicated to delivering services to Tillsonburg Hydro Incorporated. This position would work across all hydro operations in this function supporting operations, finance, regulatory, wholesale settlements, data analytics and customer service.


EDUCATION:
  • Graduate from a recognized university in business, computer science, engineering, or related discipline.
    A CPA or C.E.T Designation.

QUALIFICATIONS:
  • Three years regulatory or related experience in a regulatory analyst, utility or customer service environment.
    Works well with team to develop solutions.
    Proficient in data processing including experience in a Windows operating system environment and Microsoft Office.
    Knowledge of relevant legislation, policies and guidelines.
    Ability to establish and maintain effective working relationships.
    Good customer service skills.
    Experience in a multi service utility environment.
    Good communication skills to communicate effectively and concisely to meet customer needs.
    Excellent organizational skills.
    Excellent communication skills for contact with the public, employees and government agencies.
    Demonstrated initiative in finding innovative and efficient means of completing position responsibilities.
    Ability to problem solve.
    Good technical writing skills.
    Working knowledge of CIS systems.
    Working knowledge of financial systems.
    Knowledge of business applications such as regulatory based reporting, market participant settlement systems and regulatory filings for rates, performance based regulation, annual and periodic information, etc.
POSITION RESPONSIBILITIES:
  • Act as business lead or assist other business leaders in identifying and developing business, change and issues management requirements.
    Assist with creation of annual business document (budgets, plans, audits, etc…).
    Perform or assist in various project management duties, as required.
    Perform Long Term and Short Term Load Transfer calculations between THI and Hydro One
    Complete annual and quarterly regulatory filings for the OEB
    Complete bill analysis for THI key accounts
    Generate monthly reports for billing department and validation of interval meter accounts
    Monthly wholesale settlement calculations with IESO
    Monthly retail settlements with local generators and retailers
    Assist with various monthly business analysis and reporting (financial, regulatory and operations)
    Participation on the CIS Business user and IT development teams.
    Participate in the rate application process, as required.
    Participate in business process automation, definition and documentation.
    Perform and or assist in the design of audits and controls for monitoring business practices.
    Identify or modify system processes, configurations and parameters to meet business needs.
    Investigate, recommend resolution and participate in identifying business and systems requirements and issues.
    Assist or perform ongoing training to end-users of various business systems including the creation of training manuals and operating procedures.
    Monitor and identify data integrity issues and design solutions.
    Assist with analyzing, designing, testing, creating test plans and implementation of new information systems and changes/upgrades to existing systems.
    Analyze errors and discrepancies in systems and processes and provide resolutions or make recommendations.
    Assist/support business users with developing and maintaining up-to-date documentation of existing processes and issues.
    Manage, develop and maintain analytical data and respond to requests for information.
    Recommend resource and business requirements planning for future required systems and processes or enhancements and prepare business systems status, analysis and issues reports.
    Data extraction and report creation to assist business processes through Cognos, as required
    Adhere to all Occupational Health & Safety Act rules and regulations, the E&USA rule book.
    Adheres to all policies and procedures for the Town.
    Performs other duties as assigned.
