GENERAL STATEMENT OF DUTIES:
Responsible for all aspects of metering including meter reverification, single and three phase installations and maintenance, purchasing support for all electric meters and related instrumentation and support for customer service work.


EDUCATION:
  • Three year college diploma in electrical or electronic technology; or ten years electrical apprenticeship experience in a similar position.

QUALIFICATIONS:
  • Three (3) years related experience.
  • Knowledge of Microsoft Office, MV90 translation software, cognos reporting software
  • Journeyman meterman technician certificate.
  • Advanced knowledge of Northstar CIS system, various software for the collection of survey data, such as voltage, amperage, cross phasing of metering installations and meter data interrogation software.
  • Knowledge of the use and handling of instrumentation. High attention to detail.
  • Ability to problem solve.
  • Ability to prioritize.
  • Excellent customer service skills.
  • Excellent organizational skills.
  • Good mathematical skills.


POSITION RESPONSIBILITIES:
  • Supervises personnel with meter sampling or change-outs of smart meters.
  • Prepares cross phase analysis of electric metering installations.
  • Assists in the implementation of HealthMAP and Smart Grid Technologies such as Line Trackers including any associated interfacing with Utilismart.
  • Completes meter inventory count for asset management.
  • Generates service orders for smart meters (single and three phase).
  • Monitors Towns wholesale metering points for any anomalies.
  • Attends and rectifies interval meter trouble reports.
  • Inputs meter data to measurement Canada electricity marketplace monitoring program.
  • Maintains meter data records and inventory control of all electric meters and auxiliary equipment.
  • Inputs meter inventory into Northstar CIS.
  • Downloads CIS interval data from energy management provider (utilismart)
  • Assists in the review of CIS for proper rate implementation.
  • Assists in calculating and verifying Short Term load transfers with Hydro One.
  • Attends meter trouble reports in the field for both retail and wholesale metering points.
  • Liaises with municipal departments (hydro lines, billing and external regulatory agencies) in providing information and performance needed.
  • Installs, verifies, re-verifies and troubleshoots electric metering disputes for various types of electric meters including single and poly phase configurations.
  • Completes a power factor analysis for larger industrial accounts.
  • Liaises with energy management provider, MDM/R (IESO), wholesale meter service provider, hydro one, elster metering company. GE Canada, GPRS for meters, LDC meter shops, Northstar CIS support and industrial customers with interval meters.
  • Liaises between Town Hydro and Measurement Canada as well as scheduling electric meter re-verifications and disputes with an accredited meter shop.
  • Coordinates scheduling reverification of all electric meters with Measurement Canada and/or a certified meter shop, daily remote interrogation and translation of interval meters.
  • Keeps informed of developments in the system, equipment and operating methods related to department activities
  • Assists with Generating monthly reports for billing department for the validation of interval metered accounts.
  • Ensures proper metering for microfit projects and assists with settlement calculations.
  • Recommends capital and operating budgets related to metering department.
  • Assists customer service and information supervisor with various customer service and information system initiatives (power quality, demand management, metering, billing, data acquisition, etc.).
  • Assists customer service staff with billing issues related to interval meter data imports, etc..
  • Cooperates with supervisory staff on concerns and coordinates function carried out under position jurisdiction with functions performed under direction of others.
  • Keeps supervisor informed on all major items of interest, importance and sensitive in nature.
  • Attends workshops and conferences as approved.
  • Performs other duties as assigned by Supervisor.
  • Adheres to all policies and procedures for the Town.
