COVID-19 Energy Assistance Program (CEAP)

COVID-19 Energy Assistance Program (CEAP)
  • CEAP is a specific, time-limited program to provide a one-time, on-bill credit to electricity and natural gas consumers who have experienced hardships as a result of the COVID-19 pandemic.
  • The program is funded by the government of Ontario ($9 million).
  • Residential electricity consumers are eligible for CEAP if they meet the following criteria:

1. Consumer must have an account with an electricity distributor or a USMP. Only the account holder (i.e. the customer) can submit an application for the CEAP credit.
2. Customer had no overdue amount on his/her electricity bill in respect of electricity charges on March 17, 2020, the date the Provincial Emergency was declared, and the account was not enrolled in an-OEB prescribed arrears payment agreement (APA) or any other payment plans for amounts owing for electricity charges prior to March 17, 2020.
3. As of the day of applying, customer has overdue amounts owing for electricity charges from at least two electricity bills since March 17, 2020.
4. Customer has not received Ontario Electricity Support Program (OESP) or Low-Income Energy Assistance Program (LEAP) grants in 2020.
5. Customer or the customer’s spouse / common-law partner (who must share the same address with the customer):
  • Is unemployed at the time of the CEAP application, and;
  • Qualified for the Canada Emergency Response Benefit (CERB) or
  • Received Employment Insurance (EI) after March 17, 2020
Tillsonburg Hydro will be accepting completed forms via mail (10 Lisgar Ave, Tillsonburg ON N4G5A5) or email utilitybilling@tillsonburg.ca. Forms are also available at our office if required. (NOTE: forms will be processed as received)

COVID-19 Recovery Rate, starting June 1, 2020

The Government of Ontario has introduced a COVID-19 Recovery Rate of 12.8¢/kWh for all time-of-use (TOU) electricity customers, to support Ontarians as we restart the economy. Households, farms and small businesses who pay time-of-use electricity rates will be charged this fixed rate 24 hours a day, seven days a week, starting June 1, 2020.

This rate will be automatically reflected on TOU customers’ electricity bills for all three TOU periods, 24 hours a day, seven days a week, and is intended to be in place until October 31, 2020.

Ontario Government Extends Relief to Ontarians

The Government originally announced that all Regulated Price Plan – Time of Use customers would pay “OFF-Peak” pricing 24 hours a day, 7 days a week from March 24, 2020 to May 7, 2020. Yesterday the Government announced an extension of these relief measures until May 31, 2020.

COVID-19 – Non-Regulated Price Plan Customer Temporary Relief


Deferral of Global Adjustment (GA) charges

 

Ontario is deferring a portion of Global Adjustment (GA) charges for industrial and commercial electricity consumers that do not participate in the Regulated Price Plan (RPP), starting from April 2020. The GA rate for smaller industrial and commercial consumers (i.e., Class B) has been set at $115 per megawatt-hour, which is roughly

in line with the March 2020 value. Large industrial and commercial consumers (i.e., Class A) will receive the same percentage reduction in GA charges as Class B consumers.

New Rates Announcement

On April 16, 2020, Tillsonburg Hydro Inc. (THI) received a Decision and Rate Order, from the Ontario Energy Board (OEB), for our annual inflation-based increase to rates. The full application and decision are available on both the THI website (www.tillsonburghyro.ca) and the OEB website (www.oeb.ca).

If you have any concerns with the legitimacy of a contact from Tillsonburg Hydro or Town staff, please ask for their names and indicate you will call them back.

 

Any legitimate contact by Tillsonburg Hydro or the Town of Tillsonburg can be verified by calling our main phone line at 519-688-3009 and following the prompts to dial by name or reach our operators to be redirected to the appropriate staff.

Ontario Government provides relief to Ontarians

COVID-19: Time-of-Use Rates Suspended for 45 Days


The Government of Ontario is providing temporary 45-day emergency relief to support Ontarians impacted by the global COVID-19 outbreak. As of Tuesday, March 24, 2020, households, farms and small businesses who pay time-of-use electricity rates will be charged off-peak rates 24 hours a day, seven days a week.

 

Electricity charges for March 24, 2020 and later (for 45 days) will be billed at an “Off-Peak” price of 10.1 cents / kWh.

January 19, 2020 3AM to 5AM – Scheduled Power Outage

Hydro One requires a scheduled power outage on January 19, 2020 from 3 am to 5 am.  Please note the times are estimates and may extend longer depending on how the work progresses. The outage will impact all of Tillsonburg Hydro Inc. distribution area and will impact all of Tillsonburg and some surrounding areas. Hydro One Customers should reach out to Hydro One to confirm any impact to service directly.

 

Tillsonburg Hydro understands that any loss of electricity impacts everyone home and business and the scheduled outage occurring early in the morning of January 19th is an attempt to minimize impact to our customers.
